Spartenübergreifend hat sich im März 2012 in Berlin die Koalition der Freien Szene aller Künste gebildet, um auf die eklatante Fehlentwicklung im Berliner Kulturhaushalt aufmerksam zu machen. Die derzeitige Kulturpolitik gefährdet die Substanz des viel beschworenen und international gefeierten kreativen Berlin. Im Zusammenspiel mit verschiedenen Netzwerken, Initiativen, Gruppen und Einzelpersonen bündelt und entwickelt die Koalition der Freien Szene Ideen für eine neue Kulturpolitik.

Die Künste in ihrer Vielfalt und in ihrem Zusammenspiel machen die Attraktivität Berlins aus und sind ein entscheidender Wirtschafts- und Tourismusfaktor. Kunst ist aber kein reines Imagetool. Die Koalition der Freien Szene wehrt sich gegen eine Politik, die die Künste in freien Strukturen zunehmend Verwertungszwängen aussetzt bzw. der Verdrängung preisgibt und damit die Autonomie der Kunst beschädigt und die gesellschaftliche Bedeutung von Kunst marginalisiert.

Berlin steht an einem Scheideweg. Die Freien Kunstschaffenden werden eine Schlüsselrolle für die Zukunft der Stadt spielen. Deshalb brauchen wir eine Veränderung der Kulturpolitik.

Die Koalition der Freien Szene ist eine offene Plattform, die in regelmäßigen Treffen kulturpolitische Forderungen diskutiert und formuliert, Konzepte entwickelt und Kampagnen organisiert. Kunstproduzent*innen sowie kulturpolitisch Interessierte sind eingeladen, Infos über Termine und Aktivitäten gibt es über den Newsletter und die Facebook-Gruppe.

Koordiniert wird die Arbeit der Koalition der Freien Szene von einem Sprecher*innen-Kreis bestehend sowohl aus Vertreter*innen der jeweiligen Spartenverbände für Bildende Kunst, Musik, Projekträume, Literatur, Tanz und Darstellende Künste als auch aus spartenunabhängigen Personen, die direkt von den vierteljährlichen Plenen gewählt werden.

Die „Freie Szene“ ist die Gesamtheit aller in Berlin frei produzierenden Künstler*innen, Ensembles, Einrichtungen und Strukturen in freier Trägerschaft aus allen Bereichen, einschließlich Bildende Kunst, Tanz, Schauspiel, Performance, Neue Medien, Musik von Barock, Elektro, Jazz, Klassik bis zur Neuen Musik, Musiktheater, Kinder- und Jugendtheater, Literatur sowie spartenübergreifender und transdisziplinärer Formate.

Künstler*innen der Freien Szene arbeiten inhaltlich, methodisch und strukturell unabhängig, selbstbestimmt und selbstorganisiert. Sie arbeiten nicht marktorientiert oder kommerziell und sind nicht in festen Arbeitsverhältnissen beschäftigt. Sie sind eigenständig gegenüber institutionellen und kommunalen Einrichtungen. Ihre Kunst entsteht an wechselnden Orten und in unterschiedlichen Konstellationen. Ihre Kunst entsteht frei von wirtschaftlichen Verwertungszwängen sowie frei von inhaltlichen und strukturellen Vorgaben.

The Coalition of the Independent Arts

The Coalition of the Independent Arts was founded in Berlin in 2012 as an interdisciplinary advocacy group to support the interests of Berlin’s independent arts community. The cultural policy the state of Berlin is currently pursuing endangers the basic infrastructure for the creative Berlin celebrated internationally. In collaboration with a variety of networks, groups and individuals, the Coalition of the Independent Arts bundles and develops ideas for new cultural policies and campaigns for their implementation.

In their diversity and their collaboration with each other, the arts contribute significantly to Berlin’s attractiveness and are a critical factor in the economy and in tourism. Art, however, is not a simple image tool. The Coalition of the Independent Arts stands in opposition to policies that increasingly expose art created in independent structures to commercial constraints and subject it to displacement, thus restricting its autonomy as well as marginalizing the social significance of art.

Berlin is at a crossroads. Independent artists will play a key role in the future of the city. This is why we urgently need a change in cultural policy.

The Coalition of the Independent Arts is an open platform that discusses and formulates cultural policy demands, develops concepts and organizes campaigns. There are four public plena each year to which all artists and those in interested in cultural policy are invited. Information about events and activities are available via a newsletter and a Facebook Group.

The work of the Coalition of the Independent Arts is coordinated by the Speaker’s Circle, made up of representatives from the respective advocacy groups for visual art, music, project spaces, literature, dance and the performing arts as well as individuals independent of these advocacy groups who are elected to the Speaker’s Circle directly from the quarterly plena.

The Freie Szene, Berlin’s Independent Arts Community, is made up of all independently producing artists, ensembles, organizations and structures funded independently working in fields including architecture, visual art, dance, theater, performance, new media, music ranging from Baroque, electronic, jazz and classical to new music, music theater, children’s and youth theater, literature as well as all interdisciplinary work.

Artists within the independent arts community work in an independent, self-determined and self-organized manner in terms of content, methods and structure. They work non-commercially, without a market orientation, and are not employed on the basis of a permanent employer-employee relationship. They are independent from institutional and municipal organizations. They make their art in alternating locations in shifting constellations. Their work is created free from commercial constraints and free from any specifications regarding content and structure.
